2. Licensing Conditions
(1) The applicant should enjoy the independent legal entity qualification;
(2) The applicant should meet the sanitary conditions as specified in the Administrative Provisions for Sanitary Registration of Export Food Production Establishments as well as the relevant sanitary specifications.

4. Examination and approval procedures
(1) The applicant should apply to the local acceptance body and submit the relevant materials (see annex for the catalogue of materials).
(2) The acceptance body shall, based on the completeness and compliance with legal form of the submitted materials, decide whether to accept the application or not, and issue a written document as prescribed.
(3) After accepting the application, Shanghai Inspection and Quarantine Bureau shall organize the audit by examining the application materials as required, and conducting on-site audit on the export food production, processing and storage conditions of the applicant.
(4) Shanghai Inspection and Quarantine Bureau will decide whether to approve licensing or not by examining the application materials and comments of audit. If approved, the Sanitary Registration Certificate shall be issued within 10 workdays, if not, reasons shall be given in writing.
5. Time Limit
The decision of whether to approve licensing or not shall be made within 20 workdays from the date of acceptance. The time of audit is not included, which shall be notified separately by the acceptance body.
